The Shreveport City Council and Mayor Tom Arceneaux join the community in mourning the loss of former City Councilman Joe William Edward Shyne, Sr., who passed away on February 1, 2025, at the age of 85. A dedicated public servant, Shyne devoted over two decades of his life to representing District F with passion and unwavering commitment.
Born on September 29, 1939, Councilman Shyne earned his undergraduate degree from Grambling State University and a master’s degree from Louisiana Tech University. He was a retired Caddo Parish school teacher and coach, shaping the lives of countless young individuals in our community before transitioning into public service.
Shyne’s tenure on the Shreveport City Council spanned 23 years, serving non-consecutively from 1982 to 1994, 1998 to 2002, and 2006 to 2014. Known as the ultimate people’s representative, he tirelessly advocated for the betterment of District F, engaging passionately with city leadership to ensure his constituents’ needs were met. His dedication was recognized in 2018 when the City Council unanimously voted to place commemorative markers on Alton Street, where he resided for over 40 years, honoring his public service.
Mayor Arceneaux, who had the honor of serving alongside Councilman Shyne from 1982 to 1990, reflected on his legacy, stating, “Joe was not just a colleague but a friend. His unwavering dedication to the people of Shreveport and his spirited approach to public service were truly inspiring. He leaves behind a legacy of commitment, passion, and love for our community.”
Throughout his tenure, Councilman Shyne was a tireless advocate for economic development, small businesses, and social justice. He worked to bring resources to underserved communities, fought for fairness in city policies, and championed initiatives that improved the quality of life for Shreveport residents. His leadership and deep connection with the people he served left a lasting impact on the city.
Council Chairwoman Tabatha Taylor reflected on his contributions, stating, “Joe Shyne was a fearless advocate for his district and for the people of Shreveport. He understood the struggles of everyday citizens and fought to ensure their voices were heard. His contributions to this city will be felt for generations.”
Current District F Councilman James Green added, “Joe was a fighter for the people. He never backed down from standing up for what was right, and his leadership set a strong example. His service, wisdom, and friendship will be deeply missed.”
